Standards
The AI-First Community is built on three open, neutral, royalty-free standards. These standards will be stewarded by the Open Conformance Foundation (being established) — not by any company.
F-ACT
Foundational Accountability and Conformance Taxonomy
The conformance classification framework used throughout this neighbourhood. Entities are assessed against F-ACT GUARD levels (1–4), representing increasing degrees of verifiable accountability — from self-declared conformance to independently certified compliance.
f-act.orgT-RUE
Trust, Reputation, and Utility Engine
The trust and reputation layer that enables two-sided, portable trust across the neighbourhood. T-RUE provides the HEARTrank reputation metric and the verification receipt system (VERAI Authority Receipts).
openconformance.org/t-rueR-EAL
Responsible, Ethical, and Accountable Ledger
The provenance and auditability standard. R-EAL defines the hash-linked provenance chain pattern used in this neighbourhood — a tamper-evident audit log within the database (not a decentralised blockchain).
openconformance.org/r-ealOCC Agent Standards Framework
One horizon, one threshold, one evidence profile: AIH-12 classifies, AIT-12 sets the gate, AIE-12 proves. Capability may justify evaluation; it does not automatically justify access.
v0.1 · Draft for public comment · 2 October 2026 · published by the Open Conformance Coalition
Autonomy and Impact Horizons
Classifies how autonomous and consequential a deployment is, from H1 Instrumental to H12.
Autonomy & Impact Thresholds
Sets the minimum controls and the authority ceiling a deployment needs at each horizon.
Autonomy & Impact Evidence
Says what counts as proof, from Assertion up to Independent review, and how long it stays valid.
Purpose · Authority · Capability · Tactics · Evidence
An integrity assessment of what an agent is for and what it can really do.
Authority · Access · Activity · Action · Accountability
Five plain-language questions anyone can ask of an AI agent. No conformance level attached.

Each AI Twin’s indicative AIH-12 horizon, its AIT-12 threshold and the gaps, worked out from its records.
AI Presence & Trust ReportsEvery fact on a Presence labelled by status and AIE-12 evidence class. Open any Presence and choose “Trust Report”.
OCC Agent RecordsDownload a self-declared OCC Agent Record for any AI Twin — the open format, filled from our records, gaps left visible.
Standards in practiceHow the Society Graph, Control Plane and records fit together — a working demonstration of the architecture.
These views are indicative and derived from records. They are not a certification, and using the framework does not imply conformance with any OCC standard or endorsement by OCC.
F-ACT GUARD Levels
GUARD is the conformance ladder within F-ACT. Each step represents a stronger, more checkable form of accountability — from an unattested Presence through to independent certification. In this early-stage Community, GUARD 1–3 are self-declared by each Presence's operator and written to the provenance ledger; GUARD 4 is reserved for third-party certification and has not been issued.
No conformance claim has been made. The Presence exists, but its operator has not declared adherence to any F-ACT GUARD level.
The operator self-declares conformance with the F-ACT baseline accountability requirements. A stated commitment, written to the provenance ledger — not yet independently checked.
The operator attests that the F-ACT requirements are actively enforced through their own controls and processes — applied in practice, not merely stated.
Conformance is provable from evidence the operator can produce on request — audit logs, records, and the tamper-evident provenance chain — without relying on a third party.
Reserved for independent, third-party certification against F-ACT. Not self-declarable, and not yet issued within this neighbourhood.
These standards are neutral, open, royalty-free, and patent-non-assertion. They are served by the Open Conformance Foundation, not by this neighbourhood.
