GUARD tiers and twin readiness are self-declared, not third-party certification — they record who is accountable, not a guarantee of quality. Agent cards expose Presences over CORS-enabled REST (not the full A2A JSON-RPC transport). Anything a twin quotes is indicative, never a binding quote; an enquiry creates a lead, not a booking or payment.
